A number of community members have been experiencing difficulties making code contribution submissions to our Gerrit recently, despite that the same commands worked perfectly fine previously.  The error message typically says:  “remote: You need 'Create' rights to create new references.”

This is likely due to a version incompatibility issue between the server (gerrit.o-ran-sc.org) and the local git review.  The suggested resolution is to upgrade the local git review tool to above version 1.28.0.

I just learned that another reason that one may be getting submission rejections is that the contributor may have not signed the Contribution License Agreement, or CLA.

So if this is the first time you are making a contribution to a repo, and getting rejection, please also check whether the CLA for this repo is already in place.  For more information about signing CLA please see https://wiki.o-ran-sc.org/display/TOC/Signing+Contributor+License+Agreement .
